Abu Dhabi Establishes TAMM Global to Take AI-Powered Government Technology Worldwide

Abu Dhabi has established TAMM Global, an independent company that will commercialise the technology, digital platforms and implementation expertise behind the TAMM government services ecosystem for governments and institutions internationally.

The Department of Government Enablement, Abu Dhabi has announced the establishment of Abu Dhabi Digital Services Company TAMM Global, a new company created to expand the international reach of Abu Dhabi's AI-powered government services platform.

TAMM Global will develop, manage and deliver integrated digital service ecosystems and will be able to work directly with governments, organisations and institutions outside the UAE. The company has been established as part of Abu Dhabi's wider strategy to transform its government technology and digital service capabilities into intellectual property and commercial solutions capable of being deployed internationally.

TAMM is Abu Dhabi's unified digital gateway for government and selected private-sector services.

The platform now brings together more than 1,200 public and private-sector services for citizens, residents, visitors and investors, allowing users to complete transactions without navigating multiple government websites or visiting individual service centres.

According to the Abu Dhabi Government Media Office, TAMM saves each user an estimated nine visits to government service centres annually, equivalent to around 12 hours per year. Customer satisfaction has reached 94.5%, compared with 78% in 2022 before AI was integrated into the platform. The government also reports that the cost of delivering services through the system has fallen by approximately 30%.

The international model will go beyond simply providing governments with access to software. TAMM Global will be able to license the underlying platform architecture, together with the implementation methodologies and operational expertise developed through Abu Dhabi's experience of running TAMM at scale.

Governments will have access to pre-built government services, service journeys and digital capabilities that can then be adapted to their own:

  • legal frameworks;

  • regulatory requirements;

  • administrative structures;

  • service-delivery models; and

  • local operating requirements.

This means countries adopting the technology would not necessarily replicate Abu Dhabi's government procedures. Instead, the TAMM framework can be configured around their own laws and institutions.

Artificial intelligence has become increasingly integrated into TAMM's operating model. The platform uses AI to support users through government service journeys and, in many cases, complete requests from beginning to end with reduced manual intervention.

Abu Dhabi has set a broader objective of becoming an AI-native government by 2027, with the Department of Government Enablement integrating more than 40 government entities into a common AI-driven ecosystem. The creation of TAMM Global takes that domestic transformation model and creates a mechanism through which parts of it can be commercialised internationally.

Under its founding framework, TAMM Global will manage and develop TAMM and hold intellectual property rights connected with its platforms and activities. The company will also conduct research related to digital government services, develop training programmes for Emirati talent and establish strategic partnerships intended to expand its service ecosystem. It will also be able to invest in opportunities within the UAE and internationally.

This gives TAMM Global a broader mandate than that of a government IT department. It can develop technology, own intellectual property, enter partnerships and invest in international digital-service opportunities.

TAMM Global will operate as an independent private-sector company, allowing it to contract and partner directly with governments, institutions and organisations worldwide. This structure provides Abu Dhabi with a commercial vehicle through which government-developed technology can become an exportable product and service. The model also represents a broader evolution in how government digital transformation can create economic value. Instead of technology being developed exclusively for internal public-sector use, systems developed and proven within government can potentially become intellectual property capable of generating international commercial activity.

TAMM Global is not offering foreign governments a catalogue containing 1,200 Abu Dhabi government procedures that will simply be copied into another country. The commercial proposition is the technology and operating framework behind those services. Governments can use TAMM's architecture, service journeys, implementation processes and technical expertise to build their own integrated digital-service environments according to local laws and institutional structures. This makes the model closer to exporting a government technology platform and implementation capability than exporting individual public services.

The establishment of TAMM Global also illustrates a wider economic opportunity around government technology. Public-sector digital systems require capabilities across areas such as:

  • artificial intelligence;

  • cloud infrastructure;

  • cybersecurity;

  • digital identity;

  • systems integration;

  • data management;

  • user experience;

  • regulatory technology; and

  • digital payments.

Commercialising a platform such as TAMM therefore has the potential to create international opportunities for technology companies, implementation partners and specialist service providers connected to the ecosystem.

TAMM Global's mandate specifically includes building strategic partnerships and expanding its integrated service ecosystem inside and outside the UAE.

NUR Advisory Note

The establishment of TAMM Global is significant because it demonstrates how Abu Dhabi is moving from government digitalisation to the commercialisation of government-developed technology.

For international technology companies, this could create opportunities beyond conventional public-sector procurement.

Businesses operating in areas such as AI, cloud infrastructure, cybersecurity, digital identity, systems integration, data analytics and government technology should monitor how TAMM Global structures its international partnerships and delivery ecosystem.

Potential commercial opportunities may develop through:

  • technology partnerships;

  • systems integration;

  • localisation of government platforms;

  • cybersecurity and data infrastructure;

  • AI implementation;

  • digital identity solutions;

  • training and capability development;

  • consulting and implementation services; and

  • partnerships in international markets.

The development also reinforces Abu Dhabi's positioning as a location where technology can be developed and tested within government before being scaled internationally.

For companies evaluating Abu Dhabi as a regional base, the opportunity is therefore broader than access to the UAE domestic market. The emirate is increasingly building technology platforms, intellectual property and commercial structures intended to operate in international markets.
