Dubai Culture and Spotify Partner to Support Emerging Musicians and Creative Economy

Dubai Culture and Arts Authority has signed a strategic partnership with Spotify to support Emirati and UAE-based musicians through professional development, international exposure, data insights and joint creative initiatives.

Dubai Culture and Arts Authority has signed a Memorandum of Understanding with Spotify to strengthen support for emerging musicians and develop Dubai's wider music and creative economy. The partnership is intended to expand opportunities for Emirati and UAE-based artists, improve access to professional resources and help locally based talent reach wider international audiences.

The agreement represents what Dubai Culture describes as a first-of-its-kind partnership with Spotify and creates a new model for public-private collaboration within the emirate's cultural and creative sectors.

Under the MoU, Dubai Culture and Spotify will cooperate on programmes designed to help musicians develop sustainable professional careers. The partnership will include access to resources and platforms intended to support:

  • professional development;

  • audience growth;

  • international exposure;

  • industry competitiveness;

  • data and analytics;

  • creative development; and

  • longer-term career sustainability.

The two organisations will also exchange knowledge and market insights to help shape initiatives around international music trends and recognised industry practices. This makes the partnership broader than a promotional arrangement. It is intended to build professional capability within Dubai's music ecosystem.

One of the more commercially relevant elements of the agreement is the use of specialised data and analytics. Spotify and Dubai Culture intend to help participating artists better understand their audiences and strengthen their ability to compete within the music industry. For independent musicians and emerging creative businesses, access to audience information can influence decisions involving:

  • market targeting;

  • content strategy;

  • international distribution;

  • promotion;

  • fan development; and

  • commercial partnerships.

Streaming platforms increasingly provide musicians with direct access to global audiences, meaning that artistic development and commercial strategy are becoming more closely connected.

The agreement provides for the development of a series of joint programmes and longer-term creative initiatives. Spotify will also collaborate on music-led projects designed to increase the visibility of Dubai's creative community and showcase artists based in the emirate.

The official announcement does not yet provide detailed application criteria, programme dates or eligibility conditions for individual artists. Musicians and creative businesses interested in participating should therefore monitor subsequent announcements from Dubai Culture and Spotify rather than treating the signing of the MoU itself as an open application programme.

The initiative complements Spotify's existing programmes supporting emerging musicians in the region. These include RADAR Arabia, which promotes emerging artists, and Fresh Finds Arabia, which provides visibility for developing musical talent.

Spotify reported more than 713 million users, including 281 million subscribers across more than 180 markets, at the time of the partnership announcement. This international reach gives locally based artists the potential to connect with audiences well beyond the UAE. Spotify also reported approximately US$10 billion in payments to music rights holders during 2024, highlighting the growing economic role of streaming within the global music industry.

The partnership forms part of Dubai Culture's broader work to strengthen the emirate's cultural and creative industries. The Authority already supports the sector through grants, artist residencies, educational programmes, talent-development initiatives and other creative-economy programmes.

Dubai's strategy extends beyond cultural activity itself. The emirate is seeking to develop an environment where artists, designers, media professionals and other creative entrepreneurs can build commercially sustainable careers and businesses. The Spotify partnership therefore reflects a broader effort to connect creative talent, technology, international platforms and commercial opportunity.

NUR Advisory Note

The partnership is relevant not only to individual musicians but also to businesses operating within the UAE's expanding creative economy. Growth in the music sector can create opportunities for companies involved in:

  • music production;

  • recording and post-production;

  • artist management;

  • events;

  • digital distribution;

  • marketing and communications;

  • intellectual property;

  • licensing and royalties;

  • technology platforms; and

  • creative professional services.

For international creative companies assessing Dubai as a regional base, initiatives of this kind demonstrate that the emirate is developing both institutional and commercial infrastructure around creative industries. However, creative businesses should distinguish between industry-support initiatives and commercial or regulatory requirements.

A musician, production company or music-related business establishing in Dubai may still need to consider company licensing, intellectual-property ownership, employment and immigration requirements, commercial contracts and, where applicable, music-rights and copyright obligations.

The Spotify partnership provides additional ecosystem support. It does not replace those underlying business and regulatory requirements.
