Dubai Expands AI-Powered Workforce Productivity System Across 32 Government Entities

Dubai Government has expanded its unified Workforce Productivity Measurement System across 32 government entities, using data analytics, machine learning and artificial intelligence to assess resource utilisation, service outputs and institutional performance.

Dubai Government has expanded implementation of its Workforce Productivity Measurement System across 32 government entities. Managed by the Dubai Government Human Resources Department, the system provides a unified framework for analysing the relationship between workforce resources, financial resources and the outputs delivered through government services.

The system incorporates advanced analytics, machine learning and artificial intelligence to support more consistent measurement of productivity and provide government entities with data to inform planning and resource-allocation decisions.

The system has been developed over several years rather than introduced as a standalone AI initiative in 2026. Its development began in 2020, when a pilot programme was implemented across a limited number of government entities. A Workforce Productivity Measurement Steering Committee was subsequently established under Resolution No. 7 of 2023 to develop the methodology and prepare government entities for broader implementation.

The framework was then formally adopted through Executive Council Resolution No. 67 of 2025 on the Workforce Productivity Measurement System. Implementation has since expanded progressively and now covers 32 government entities.

During its development, the system has built an integrated knowledge base based on the analysis of millions of data points. The objective is to provide government entities with a common methodology for assessing productivity rather than allowing individual departments to rely on different measurement approaches.

The framework connects information relating to human resources and financial resources with the outputs and results generated through government services. Under the original Executive Council resolution, productivity measurement can consider factors including services delivered, workforce size, salaries, actual working hours and other relevant operational information.

The system includes digital platforms and analytical tools powered by machine learning and advanced artificial intelligence. These capabilities allow participating government entities to monitor productivity indicators and analyse the relationship between the resources being used and the services or outputs being produced. The resulting information is intended to support decisions in areas such as:

  • workforce and resource planning;

  • financial efficiency;

  • service performance;

  • productivity improvement;

  • government policy development; and

  • institutional performance monitoring.

The objective is therefore broader than measuring employee activity. The system is designed to evaluate how government resources translate into organisational and service outcomes.

The Workforce Productivity Measurement System involves several Dubai Government entities.

The Dubai Government Human Resources Department manages and supervises the system and develops workforce productivity indicators. The General Secretariat of The Executive Council of Dubai has responsibilities relating to the identification and classification of government services and associated performance indicators. The Department of Finance supports the validation of budget and financial information, while the Dubai Digital Authority provides technical support relating to digital platforms, analytical tools and database integration.

Government entities participating in the framework are required to provide service, workforce and budget data and use productivity findings to support improvements in service quality and resource utilisation.

The expanded rollout represents another stage in Dubai's transition toward increasingly data-driven government operations. Rather than using artificial intelligence only in public-facing services, the new framework applies advanced analytics to the internal management of government resources and institutional performance. Dubai Government Human Resources Department says the objective is to improve resource allocation, strengthen decision-making and support more efficient and sustainable government performance.

The system therefore represents a shift from isolated digital tools toward a common government framework connecting workforce information, financial resources and service outcomes.

NUR Advisory Note

For businesses operating in Dubai, the immediate impact of the Workforce Productivity Measurement System is indirect because it applies to government entities rather than private-sector employers. Its wider significance is the continuing transformation of Dubai's government infrastructure toward data-based, integrated and increasingly AI-supported administration.

As government entities become more capable of connecting operational data across systems, businesses interacting with those authorities should expect greater emphasis on accurate, consistent and structured information.

Companies should therefore continue strengthening their own administrative records across areas such as licensing, employment, immigration, payroll, financial reporting and government submissions.

The development also provides an indication of the direction of travel for organisational management in Dubai more broadly. Artificial intelligence is increasingly being applied not only to customer-facing automation, but also to resource planning, performance analysis and institutional decision-making.

For private-sector businesses considering similar systems, the relevant lesson is not simply to introduce AI tools. Effective implementation depends on reliable underlying data, clearly defined performance indicators and an understanding of what business outcomes are actually being measured.
