Dubai Municipality Introduces New Content Standards for Outdoor Advertising
Dubai Municipality has introduced unified outdoor advertising content guidelines covering text, images, logos, animations, digital displays and interactive formats, with new standards addressing design quality, consumer protection, public safety and Dubai’s visual and cultural identity.
Dubai Municipality has launched the Advertising Content Regulation Guidelines for the Emirate of Dubai, creating a unified framework for the content and creative execution of outdoor advertising across the emirate.
The guidelines are intended to improve advertising quality while ensuring that advertisements remain consistent with Dubai's urban environment, visual identity and cultural character. They apply across a broad range of stakeholders involved in outdoor advertising, including brands, businesses, advertising agencies, designers, government and semi-government entities and advertising service providers.
The new framework goes beyond the physical placement or structural design of advertising installations, it introduces standards covering:
written advertising content and messages;
images;
logos;
animations;
promotional displays;
interactive advertising elements;
digital advertising formats; and
the use of landmarks and symbols.
Dubai Municipality says the objective is to create greater consistency across outdoor advertising while still allowing businesses and creative professionals to develop distinctive campaigns. The guidelines therefore address not only where an advertisement can be installed, but also how its content should be developed and presented.
The new guidelines complement Dubai's existing outdoor advertising regulatory framework.
Businesses should not interpret them as replacing current advertising approvals or permit requirements.
Dubai Municipality already operates services for approving billboard advertising content and for permitting advertising installations on buildings and private or government land. The new guidelines add a more detailed content and creative layer to that existing framework. For advertisers, this means that compliance may involve both:
obtaining the necessary advertising or billboard permit; and
ensuring that the actual advertising content satisfies the new creative and content standards.
The guidelines address consumer protection as one of the factors that should be considered when developing advertising content. This means advertisers need to consider not only visual appearance but also the clarity and appropriateness of the messages being communicated.
Dubai Municipality has identified content clarity and advertising quality as important elements of the framework. Businesses and agencies should therefore review claims, messaging, visual presentation and supporting creative material before submitting campaigns for approval. The existence of a trade licence or permission to advertise does not by itself mean that every proposed advertisement will meet content requirements.
Outdoor advertising can affect more than the commercial environment. Large signs, digital displays, animations and interactive advertising can also affect drivers, pedestrians and the wider urban environment. The new framework therefore reinforces requirements relating to public safety and road-user safety. This may be particularly relevant for:
roadside digital screens;
animated advertising;
large-format outdoor displays;
illuminated advertisements;
interactive installations; and
campaigns positioned close to roads or major traffic corridors.
Advertisers should therefore consider whether movement, brightness, visual complexity or other design characteristics could affect safety or create unnecessary distraction.
Dubai Municipality has placed particular emphasis on ensuring that outdoor advertising remains consistent with the emirate's visual and cultural identity. The guidelines require advertisers to consider local identity, social values and the character of the surrounding urban environment. This does not mean advertising must follow a single visual style, rather, the framework is intended to ensure that creative freedom operates within standards that protect the overall appearance of public spaces and respect UAE societal and cultural values.
For international brands, this means global campaign material may need to be reviewed and adapted before being used in Dubai. A campaign created for another jurisdiction should not automatically be assumed to satisfy Dubai's local advertising expectations.
The guidelines also take account of developments in digital technology and artificial intelligence.
Dubai Municipality says the framework has been designed to respond to evolving advertising formats, technologies and creative practices. This is particularly relevant as AI-generated creative material, dynamic advertising and interactive digital displays become more common.
The inclusion of AI within the guidelines does not mean that AI-generated outdoor advertising is prohibited. Instead, AI-enabled advertising remains subject to the same principles applying to other advertising content, including:
quality;
clarity;
public safety;
cultural appropriateness;
consumer protection; and
compliance with applicable law.
Businesses using AI-generated images, videos or messaging should therefore apply the same compliance review that would be used for conventionally produced material.
One of the practical objectives of the framework is to give brands and agencies clearer guidance before advertising material reaches the approval stage. Dubai Municipality has indicated that the guidelines should help businesses, agencies and designers develop compliant advertising from the earliest stages of the creative process. This can reduce the risk of late-stage changes after a campaign has already been designed, produced or booked for display.
For larger campaigns, compliance should therefore form part of the initial creative brief rather than being treated only as a final approval exercise.
Dubai's broader outdoor advertising sector is already subject to an established regulatory framework.
Dubai Municipality lists Decree No. 6 of 2020 regarding the Regulation of Advertisements in the Emirate of Dubai within its existing legislation relating to public facilities and advertising. The new Advertising Content Regulation Guidelines sit alongside this broader legal framework. Businesses should therefore distinguish between:
legislation regulating outdoor advertising;
permits governing the location or installation of advertisements; and
content and creative standards governing what is displayed.
All three may be relevant to a single advertising campaign.
NUR Advisory Note
The new guidelines are particularly relevant to brands, retailers, property operators, advertising agencies and businesses using outdoor advertising in Dubai.
Companies should review outdoor advertising before production and installation rather than assuming that a design created by an international or regional marketing team will automatically satisfy local requirements. A practical compliance review should consider:
the advertising message and wording;
images and logos;
cultural appropriateness;
use of landmarks or symbols;
consumer-facing claims;
digital and animated content;
AI-generated creative material;
road-user and public safety;
required content approvals;
advertising installation permits; and
whether other sector-specific advertising rules apply.
Businesses operating in regulated sectors should also remember that complying with Dubai Municipality's outdoor advertising standards does not automatically satisfy all other advertising requirements. Additional rules may apply depending on the product or service being advertised, particularly for regulated consumer products or other controlled activities.
The main operational change is therefore that content compliance should now be integrated into the advertising design process from the beginning, rather than reviewed only after a campaign has been finalised.
