ICP Updates UAE Green Residency Requirements for Skilled Workers, Freelancers and Investors
The Federal Authority for Identity, Citizenship, Customs and Port Security has updated its guidance on the UAE’s five-year Green Residency, clarifying eligibility requirements for skilled workers, freelancers, self-employed individuals and investors.
The Federal Authority for Identity, Citizenship, Customs and Port Security has published updated guidance on the UAE's Green Residency, setting out the current conditions for professionals, freelancers, self-employed individuals and investors seeking long-term residence without requiring a sponsor within the UAE. Green Residency is granted for five years, is renewable subject to eligibility requirements, and allows qualifying individuals to live and work in the UAE without traditional employer or family sponsorship.
The programme forms part of the UAE's wider strategy to attract skilled professionals, investors and independent workers while providing greater flexibility for individuals wishing to establish a longer-term base in the country.
Skilled employees may qualify for Green Residency where they meet several conditions. According to ICP, applicants must:
hold a valid employment contract in the UAE;
fall within professional classification levels 1 to 3 under the occupational classification approved by the Ministry of Human Resources and Emiratisation;
hold at least a bachelor's degree or equivalent; and
earn a minimum monthly salary of AED 15,000, or the equivalent in another currency.
Unlike conventional employment residence arrangements, qualifying Green Residency holders do not require a sponsor within the UAE.
The programme also provides a route for freelancers and self-employed professionals. Applicants in this category must hold a valid freelance or self-employment permit issued by the Ministry of Human Resources and Emiratisation. They must also hold at least a bachelor's degree, specialised diploma or equivalent qualification and demonstrate sufficient financial capacity.
ICP specifies that income from freelance activity during the previous two years must be at least AED 360,000 annually, or the equivalent in foreign currency. Applicants must also demonstrate stable annual income or financial solvency sufficient to support their residence in the UAE.
Investors and partners in UAE businesses may also qualify for Green Residency. Applicants must provide evidence of their investment or contribution to a business venture in the UAE and obtain the licences and approvals required by the relevant authorities.
This category provides an alternative long-term residence route for qualifying business owners and partners without requiring sponsorship by another person or employer.
Green Residency is granted for five years and can be renewed where the holder continues to satisfy the applicable conditions.
ICP also confirms that Green Residency holders can sponsor qualifying family members, including spouses and children, in accordance with the applicable requirements. ICP's current guidance also provides for greater flexibility following expiry or cancellation. Its published FAQs state that Green Residency holders may benefit from a grace period of up to six months, depending on the applicable circumstances.
Applicants should distinguish Green Residency from the UAE's Golden Residency programme.
Green Residency generally provides a renewable five-year residence for qualifying skilled workers, freelancers, self-employed individuals and investors.
Golden Residency is a separate long-term residency framework, generally granted for 10 years to qualifying categories including investors, specialised professionals, entrepreneurs and individuals with recognised exceptional achievements, subject to different eligibility criteria. The appropriate residence route therefore depends on the individual's professional, investment and financial circumstances.
NUR Advisory Note
The updated ICP guidance provides a useful reference for professionals and entrepreneurs assessing whether Green Residency may be available as an alternative to conventional sponsored residence.
Potential applicants should assess the requirements for their specific category rather than relying on the general five-year residency benefit.
For skilled employees, particular attention should be given to the professional classification, qualification and AED 15,000 salary requirement.
Freelancers and self-employed applicants should verify that they hold the correct MoHRE permit and can document the required AED 360,000 annual income over the preceding two years.
Investors and business partners should ensure that the underlying company structure, investment evidence and commercial licences support the residence application.
Green Residency can provide greater independence from traditional sponsorship arrangements, but eligibility remains tied to specific professional, financial and regulatory requirements.
