UAE Approves AED 292.5 Billion Federal Budget Plan for 2027–2029

The UAE Cabinet has approved a AED 292.5 billion Federal General Budget Plan for 2027–2029, representing a 28.3% increase over the previous three-year cycle, with education, healthcare, social development, infrastructure and future economic sectors among its priorities.

The UAE Cabinet has approved the Federal General Budget Plan for 2027–2029, with total expenditure of AED 292.5 billion. The three-year allocation represents an increase of 28.3% compared with the preceding 2024–2026 budget periodand forms part of the UAE's medium-term approach to federal financial planning.

The Cabinet also approved the Federal General Budget for 2027, with estimated expenditure of AED 90.1 billion. The federal budget should be distinguished from the individual budgets of emirates such as Dubai and Abu Dhabi. It relates to UAE federal government expenditure and federal programmes rather than representing the total public spending of all seven emirates.

The largest component of the 2027 federal budget is Social Development and Pensions, with AED 34.6 billion allocated to the sector. This represents 38.4% of the total 2027 federal budget.

Within the allocation:

  • 18.8% of the total federal budget is directed to public and university education programmes;

  • 6.7% to healthcare;

  • 6.4% to pensions;

  • 4.4% to social affairs; and

  • 2.1% to public services.

The allocation reflects the government's continuing emphasis on education, healthcare, housing, social services and quality of life as core federal priorities.

The Government Affairs Sector has been allocated AED 29.1 billion, representing 32.3% of the 2027 budget. A further AED 17.8 billion, or 19.7%, has been allocated to Federal Expenses. The Financial Assets and Financial Investments sector will receive AED 5.6 billion, equivalent to 6.2% of the budget.

Infrastructure and Economic Resources have been allocated AED 3 billion, representing 3.4%.

The federal budget covers a wide range of policy areas extending beyond conventional government administration. Priority sectors identified within the new cycle include:

  • community protection and safety

  • the future economy

  • future-oriented education

  • employment and empowerment

  • healthcare and quality of life

  • industry

  • technology

  • energy

  • infrastructure

  • culture

  • media

  • sport

The allocation framework therefore combines current public-service requirements with longer-term investment in sectors considered important to the UAE's economic and social development.

The 2027–2029 federal strategic planning cycle also places greater emphasis on artificial intelligence and digital transformation within government financial management. During preparation of the new budget cycle, the Ministry of Finance said AI would increasingly be used in areas including planning and financial data analysis, with the aim of improving financial efficiency, simplifying procedures and strengthening the government's ability to allocate resources effectively.

This reflects a wider shift in UAE government administration toward using advanced technology not only in service delivery but also in internal planning, forecasting and resource management.

The new three-year budget cycle is designed to support greater continuity in the funding of federal programmes and strategic projects. The government describes the budget as an instrument for strengthening fiscal sustainability, improving resource management and balancing current development requirements with investment in future opportunities.

Medium-term budgeting can also provide federal entities with greater visibility over future funding requirements than a purely annual budgeting process.

The figures require an important distinction. The UAE's approved federal budget for 2026 was AED 92.4 billion, while the newly approved 2027 budget is AED 90.1 billion. Therefore, the 28.3% growth figure should not be interpreted as saying federal expenditure will rise 28.3% between 2026 and 2027.

The 28.3% figure compares the entire AED 292.5 billion 2027–2029 three-year cycle with the previous three-year cycle. This distinction is important when assessing the scale and direction of federal spending.

NUR Advisory Note

For businesses and investors, the federal budget is useful primarily as a strategic indicator of government priorities, rather than as an announcement that immediately changes commercial rules or creates new incentives.

The 2027–2029 cycle continues to direct substantial resources toward human capital, healthcare and government services while also identifying infrastructure, technology, industry, energy and the future economy as areas of strategic importance.

Companies assessing UAE market opportunities should therefore monitor the programmes, procurement initiatives, funding mechanisms and sector-specific policies that subsequently emerge from these priorities. This can be particularly relevant to businesses operating in:

  • technology and artificial intelligence

  • healthcare

  • education

  • infrastructure

  • energy

  • industrial development

  • professional services

  • government technology and digital transformation

However, a federal budget allocation should not automatically be interpreted as a direct commercial opportunity. Businesses should distinguish between a broad government funding priority and the specific procurement, investment, licensing or incentive programmes subsequently introduced by the relevant authority.

For international investors, the more significant signal is the UAE's continued use of multi-year financial planning combined with investment in both public services and future-oriented economic sectors.
