UAE Launches $1 Million Programme to Establish 100 Content Businesses
The UAE has launched the 100 Dreams initiative, offering 100 selected content and digital media entrepreneurs $10,000 each, alongside business licensing support, mentorship and a six-week accelerator to help establish companies in the UAE.
The 1 Billion Followers Summit and the UAE National Media Authority have launched the 100 Dreams initiative, a USD 1 million programme designed to help content creators and aspiring media entrepreneurs establish businesses in the UAE.
The initiative is being developed in collaboration with entrepreneur and content creator Simon Squibb, Founder of Dream Group. One hundred selected participants will each receive USD 10,000 in funding, representing total programme funding of USD 1 million. Participants will also receive support with company licensing, business development and mentorship.
The objective is to move promising ideas beyond individual content creation and help participants develop them into scalable commercial businesses.
The funding is not a general startup grant. The 100 Dreams initiative targets individuals seeking to create businesses within the content and digital media economy. Potential businesses may include creator-led companies, media businesses, production companies, digital platforms, media technology ventures and other commercial models linked to content creation.
The distinction is important for prospective applicants. Having a general business idea will not necessarily make an applicant eligible. The proposed venture must fall within the media, content or creator economy contemplated by the programme.
The 100 successful applicants will each receive USD 10,000 in funding, equivalent to approximately AED 36,700. The funding is intended to help founders take the first practical steps toward developing and establishing their businesses. However, financial support is only one component of the programme. Selected entrepreneurs will also receive assistance with:
establishing their business in the UAE;
obtaining the required trade licence;
developing their business model;
marketing and commercial development;
mentorship and specialist guidance; and
preparing the company for subsequent growth. WAM
The initiative therefore combines startup capital with the practical infrastructure needed to move from an idea to an operating business.
Applications for the programme are scheduled to open on 20 November 2026. The initiative is open to applicants internationally, with participants expected to establish their selected business in the UAE. Reporting from the launch states that applicants must be at least 18 years old.
Applicants are not necessarily required to relocate permanently to the UAE, but successful participants must be able to establish their company in the country, travel to Dubai for the programme and participate in its business-development activities.
This gives the initiative an international market-entry dimension, rather than limiting it to entrepreneurs already resident in the UAE.
The programme will culminate during the fifth edition of the 1 Billion Followers Summit, which will take place in Dubai from 8 to 10 January 2027. Selected founders and projects will be presented during a dedicated 100 Dreams activation at the Summit, and distribution of funding to the selected projects will begin during that stage.
The 1 Billion Followers Summit is organised by the UAE Government Media Office and focuses on the global content creator economy. The 2027 edition will be held under the theme Content for Good.
After the Summit, selected entrepreneurs will participate in a six-week business accelerator programme. The accelerator will support participants in areas including:
business development;
marketing;
digital media;
commercial positioning; and
preparing the business for scalable growth.
The intention is therefore not simply to distribute funding and leave founders to establish their businesses independently. The programme is structured to support the transition from idea stage through business establishment and initial commercial development.
An important aspect of the programme is its focus on actually establishing businesses in the UAE.
Specialised UAE entities and institutions will support selected entrepreneurs with the procedures required to establish their companies and obtain the necessary trade licences.
This distinguishes the initiative from programmes focused exclusively on training creators or increasing social media audiences. The stated objective is to help create 100 companies in the UAE's digital media and content industry. Participants will therefore need to consider the same structural issues faced by other entrepreneurs establishing businesses in the UAE, including legal entity selection, licensing activities, ownership structure, banking, tax registration and operational requirements.
Reporting from the programme launch indicates that selected entrepreneurs may also receive guidance with the UAE Golden Visa process, subject to government approval. This should not be interpreted as an automatic Golden Visa entitlement. Immigration approval remains subject to the relevant eligibility requirements and the decision of the competent UAE authorities.
The primary guaranteed components announced by the programme remain the USD 10,000 funding, company-licensing support, mentorship and accelerator participation.
The programme reflects the UAE's broader effort to position content creation and digital media as economic activities capable of generating businesses, intellectual property, employment and international commercial activity.
The National Media Authority has described the objective as moving beyond attracting individual creators and creating the conditions in which those creators can develop commercial organisations capable of scaling internationally. The distinction is increasingly important as the creator economy develops from individual social-media activity into a wider ecosystem involving production companies, digital platforms, media technology, advertising, intellectual property and branded businesses.
NUR Advisory Note
The 100 Dreams initiative is particularly relevant to international creators and media entrepreneurs considering the UAE as a base for a commercial business.
Applicants should nevertheless approach the programme as a business-establishment opportunity, rather than simply as a funding competition. A creator who is selected may still need to make important decisions concerning:
the appropriate UAE jurisdiction for the business;
permitted commercial activities;
company ownership and shareholder arrangements;
intellectual property ownership;
contracts with creators, brands and platforms;
Corporate Tax and VAT obligations;
business banking and payment infrastructure;
employment and freelance arrangements;
media-sector regulatory requirements; and
future international expansion.
The USD 10,000 funding may help a founder start the business, but the long-term viability of the company will depend on how the commercial and corporate structure is designed.
International applicants should also distinguish between being selected for the programme and automatically receiving immigration status. Any residence or Golden Visa process remains subject to the applicable UAE immigration requirements and government approval.
For NUR's audience, the more significant development is the direction of policy behind the initiative. The UAE is increasingly treating the creator economy as an investable business sector, with company formation, intellectual property, technology, media regulation and international scaling forming part of the ecosystem rather than viewing creators simply as individuals publishing content online.
