UAE Launches Cabinet AI Advisor to Support Government Decision-Making

The UAE Cabinet has launched a new AI Advisor system using 32 specialised AI assistants to analyse policies, legislation and government initiatives and support faster, more data-informed decision-making.

The UAE Cabinet has launched the Cabinet AI Advisor, a new system designed to support government decision-making through the use of agentic artificial intelligence.

The system was announced following a Cabinet meeting chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, on 2 September 2026.

The Cabinet AI Advisor forms part of the UAE Government's broader programme to embed agentic AI into federal government operations and improve the speed, quality and efficiency of policy analysis and implementation.

The system operates through 32 specialised AI advisors. They are designed to analyse subjects presented to the Cabinet, including:

  • government policies

  • legislation

  • strategies

  • programmes

  • systems

  • government initiatives

The AI advisors assess potential financial, economic, social and environmental impacts, compare proposals with international best practices and take the UAE's national priorities into account when generating recommendations. The system is also intended to support ministers continuously as decisions move from consideration into implementation.

The UAE Government has stated that the Cabinet AI Advisor operates within a governed framework.

The model incorporates principles relating to the confidentiality of matters presented to the Cabinet and compliance with UAE cybersecurity standards. The Cabinet also approved a framework allowing decisions to be issued with support from agentic AI technologies while maintaining governance around the decision-making process. The technology is therefore positioned as a decision-support system rather than an independent substitute for government leadership.

Emirati AI experts commenting on the initiative have similarly described the system as providing government leaders with broader and faster analysis while leaving human judgement at the centre of government decision-making.

The Cabinet AI Advisor is one component of a much broader federal transformation programme.

Earlier in 2026, the UAE Government announced a framework intended to move 50% of government sectors, services and operations toward Agentic AI within two years, with the objective of increasing autonomous execution and improving government efficiency.

The UAE also established the Ministerial Council for Artificial Intelligence and Development, chaired by His Highness Sheikh Mansour bin Zayed Al Nahyan, to support the Cabinet in examining policies, legislation and government-development initiatives and to oversee aspects of the country's AI transformation agenda.

NUR Advisory Note

The Cabinet AI Advisor illustrates how the UAE's use of artificial intelligence is moving beyond public-facing digital services into the internal architecture of government itself.

For businesses operating in the UAE, this matters because greater use of AI in government can ultimately influence the speed with which policies are assessed, regulations are developed and administrative decisions are implemented.

Companies should therefore continue to monitor digital-government developments alongside conventional regulatory changes. As government systems become more integrated and data-driven, accurate corporate records, timely compliance and structured digital processes are likely to become increasingly important when businesses interact with federal and local authorities.

For international companies entering the UAE, the development also reinforces a broader characteristic of the market: digital transformation is increasingly embedded in the way government operates, not simply in the services businesses access online.
