UAE Driving Licence Explained: How to Apply, Exchange and Renew

A valid driving licence is required to drive legally in the UAE. The route to obtaining one depends on several factors, including the applicant’s age, residence status, emirate of residence, previous driving experience and whether they already hold a licence issued by another country.
Some residents must open a traffic file, complete driving lessons and pass the required theory, parking and road tests. Others may be eligible to exchange a foreign licence without completing the full training process, subject to the issuing country, the applicant’s nationality and the rules of the relevant licensing authority.
Driving licence services are administered by the competent authority in each emirate. In Dubai, applications are managed by the Roads and Transport Authority. In Abu Dhabi, services are available through TAMM and Abu Dhabi Police. The Ministry of Interior and the relevant local authorities manage licensing services in the other emirates.
Although the overall framework is similar across the UAE, the application channels, required documents, training procedures, fees and exchange rules can differ. Applicants should therefore follow the requirements of the emirate in which their traffic file is opened.

Who Can Apply for a UAE Driving Licence?
A UAE driving licence is generally available to UAE citizens and eligible residents who meet the applicable age, identity, medical fitness and licensing requirements. An applicant will normally need:
A valid Emirates ID
A valid UAE residence status, where applicable
A traffic file opened with the relevant licensing authority
A satisfactory eye test
Medical clearance where required for the requested vehicle category
Completion of the required training and tests, unless an exemption or licence-exchange route applies
The application should usually be made in the emirate where the individual resides, works or otherwise satisfies the local authority’s eligibility requirements.
For example, a person whose residence visa was issued in another emirate may need to provide evidence of employment, accommodation or another recognised connection before opening a traffic file in Dubai.
Visitors do not normally apply for a UAE resident driving licence. They may be permitted to drive using an eligible foreign licence or an international driving permit, subject to their nationality, visa status, vehicle type and insurance conditions.
Minimum Age Requirements
The UAE’s current federal traffic legislation establishes 17 as the general minimum age for issuing a driving licence. However, the competent licensing authorities continue to apply category-specific requirements, and some vehicle categories have higher minimum ages.
Under the current Dubai RTA service rules, the principal age requirements are:
Motorcycle: 17 years
Car or light vehicle: 18 years
Heavy vehicle: 20 years
Tractor or light equipment: 20 years
Tractor or heavy equipment: 20 years
Light bus: 21 years
Heavy bus: 21 years
In Dubai, an applicant for a light vehicle licence may open a traffic file from the age of 17 years and six months. The licence is issued only after the applicant passes the required tests and reaches the applicable licensing age.
The vehicle categories available to a Person of Determination may depend on an approved medical assessment.
Because the federal legislation and local service procedures must be read together, applicants should confirm the current age requirement with the licensing authority in their emirate before opening a file or paying for a training package.
How to Obtain a New UAE Driving Licence
Applicants who are not eligible to exchange an existing foreign licence will normally need to complete the UAE driver training and testing process. The exact procedure varies between emirates, but the standard application journey generally includes the following stages.
1. Choose the Relevant Licensing Authority
The application should be made through the competent authority in the emirate where the applicant is eligible to open a traffic file. In Dubai, the process is managed by the Roads and Transport Authority through approved driving institutes. In Abu Dhabi, applicants can open a traffic file through TAMM and proceed through the relevant training and testing services.
2. Open a Traffic File
A traffic file records the applicant’s licence category, training, test results and licensing history. The applicant will generally need to provide:
A valid Emirates ID
Passport and residence visa details, where requested
A valid mobile number registered against their identity
An existing foreign driving licence, if applicable
Evidence of residence, employment, study or investment where the residence visa was issued in another emirate
A medical report where required for the requested vehicle category
Additional documents may be requested depending on the applicant’s circumstances and the rules of the relevant authority.
3. Complete an Eye Test
An eye test must be completed through a centre approved by the relevant licensing authority. The result is normally uploaded electronically to the applicant’s traffic file. Applicants who require corrective lenses should use them during the test and when driving if this condition appears on the issued licence.
Additional medical assessments may apply to certain commercial vehicle categories or where a medical condition could affect the applicant’s ability to drive safely.
4. Obtain a Learning Permit
Once the initial requirements have been satisfied and the applicable fees paid, the applicant receives a learning permit. The permit allows the applicant to begin training through an authorised driving institute. It does not permit independent driving on public roads.
5. Complete Theory Training and the Knowledge Test
Theory training normally covers:
UAE road signs and markings
Traffic rules and right-of-way requirements
Speed limits and lane discipline
Hazard awareness
Safe following distances
Defensive driving
Emergency procedures
Responsibilities following an accident
Rules concerning pedestrians, cyclists and school transport
The applicant must pass the knowledge test before progressing through the remaining practical stages.
6. Complete Practical Driving Lessons
Practical training is conducted by an authorised instructor and generally covers vehicle control, observation, lane changes, junctions, roundabouts, parking, motorway driving and emergency manoeuvres. The number of required lessons depends on factors including:
The vehicle category
The applicant’s previous driving experience
Whether the applicant holds a valid foreign licence
The rules of the relevant emirate
Performance during internal assessments
Holding a foreign licence does not automatically remove the training requirement. If the licence cannot be exchanged, it may nevertheless reduce the number of lessons required under the applicable authority’s rules.
7. Pass the Yard or Parking Assessments
Applicants may be required to pass controlled assessments before proceeding to the final road test. Depending on the vehicle category and emirate, these may include:
Parallel parking
Garage parking
Angle parking
Hill start
Emergency braking
Vehicle control and manoeuvring
Dubai’s licensing process includes internal assessments and parking tests before the final RTA road test.
8. Pass the Final Road Test
The final road test assesses whether the applicant can drive safely and independently in normal traffic conditions. The examiner may assess:
Observation and mirror use
Vehicle control
Lane discipline
Compliance with road signs
Speed management
Decision-making
Safe interaction with other road users
Junction, roundabout and parking procedures
An unsuccessful applicant will normally need to complete any prescribed additional training before booking another test.
9. Pay the Issuance Fee and Receive the Licence
After passing the required tests, the applicant pays the licence issuance fee.
Digital licences may be made available through the relevant government application. Depending on the emirate, a physical card may be collected, printed through a self-service machine or delivered. In Dubai, the RTA issues the licence after the applicant passes the final test and pays the applicable issuance fees. The digital licence is available through the RTA Dubai application.
How Long Does the Process Take?
There is no single completion period for every applicant. The total time can depend on:
Lesson and test availability
The selected training schedule
The applicant’s previous experience
The number of required training sessions
Performance in internal and official assessments
Whether any tests must be repeated
The vehicle category requested
Applicants should also account for separate charges for the traffic file, learning permit, eye test, training package, knowledge test, parking or yard assessments, road test and licence issuance. Fees vary by emirate, institute, vehicle category and training package.
Can a Foreign Driving Licence Be Exchanged in the UAE?
Some UAE residents can exchange a foreign driving licence without completing the standard programme of lessons and driving tests. Eligibility is not determined solely by the country that issued the licence. The licensing authority may also consider:
The applicant’s nationality
The country or jurisdiction that issued the licence
Whether the foreign licence remains valid
The vehicle categories stated on the licence
Whether the licence must be translated or legally authenticated
Whether the original foreign licence must be surrendered
The emirate in which the applicant is applying
A licence issued by an eligible country does not automatically guarantee that every holder can exchange it. Some exchange arrangements apply only to nationals of the issuing country, while others apply regardless of nationality.
Applicants should therefore check their individual eligibility directly through the relevant licensing authority rather than relying on a general list of recognised countries.
Documents Commonly Required for an Exchange
The required documents vary according to the issuing country and the applicant’s circumstances, but may include:
A valid Emirates ID
The original valid foreign driving licence
A valid electronic eye test
A legalised Arabic or English translation, where required
A certificate from the issuing authority, embassy or consulate confirming the licence details, where required
Evidence of residence, employment, study or investment in the relevant emirate
Additional documents for diplomatic licence holders or People of Determination
The authority may retain the original foreign licence where this is required under the applicable exchange arrangement.
Foreign Licence Exchange Process
The usual process involves:
Confirming that the licence and applicant qualify for exchange
Completing an eye test through an approved centre
Submitting the Emirates ID and original foreign licence
Providing any required translation or verification certificate
Opening a traffic file, if one does not already exist
Paying the applicable fees
Receiving the UAE driving licence
In Dubai, eligible residents can apply through the RTA website or designated service centres. The RTA may require the original licence to be presented and surrendered, depending on the issuing country.
Abu Dhabi provides a separate service through TAMM for replacing a driving licence issued by another country.
What If the Foreign Licence Cannot Be Exchanged?
A foreign licence that is not eligible for direct exchange may still be relevant when determining the applicant’s training requirements. The applicant will generally need to:
Open a traffic file
Complete an approved eye test
Obtain a learning permit
Complete any required theory and practical training
Pass the applicable knowledge, yard and road tests
Pay the licence issuance fee
Previous driving experience may reduce the number of practical lessons required. The reduction depends on the validity and age of the foreign licence and the rules applied by the licensing authority.
Dubai Golden Chance
Dubai offers a Golden Chance route for certain applicants who hold a valid foreign licence that cannot be exchanged. Eligible applicants may attempt the knowledge test and road test without first completing the standard training hours. The opportunity is granted once. If the applicant does not pass the road test, they must complete the training hours prescribed according to their previous driving experience before taking the test again.
The Golden Chance is a driving licence procedure. It should not be confused with the UAE Golden Visa and is not restricted to Golden Visa holders. Eligibility is assessed through the RTA system using the foreign licence information submitted with the application.
Confirm the Rules Before Applying
Foreign licence exchange arrangements can change and may differ between emirates. Before opening a training file or purchasing a driving package, the applicant should confirm:
Whether the licence is directly exchangeable
Whether nationality restrictions apply
Whether translation or legalisation is required
Whether the original licence must be surrendered
Whether a knowledge or road test is required
Whether the applicant qualifies for reduced training or the Golden Chance route
Confirming these points in advance can prevent unnecessary training costs and avoid opening the wrong type of application.
UAE Driving Licence Validity and Renewal
The validity period depends on whether the licence is newly issued or renewed, the holder’s age and their citizenship or residence status.
Validity of a New Driving Licence
A newly issued UAE driving licence is generally valid for:
One year if the licence holder is under 21
Two years if the licence holder is 21 or older
These initial validity periods apply to new licences issued after completing the testing process and to licences issued through an eligible foreign licence exchange.
Validity After Renewal
Once renewed, the usual validity periods are:
Ten years for UAE citizens and GCC citizens aged 21 or older
Five years for expatriate residents aged 21 or older
One year for licence holders under 21
The applicable licensing authority may impose a shorter period in particular cases, including where medical or regulatory conditions apply.
Requirements for Renewal
The standard renewal requirements generally include:
A valid Emirates ID
A valid eye test completed through an approved centre
Payment of the renewal fee
Settlement of applicable traffic fines
A medical fitness assessment where required
Professional drivers and holders of certain commercial licence categories may be required to complete a more comprehensive medical fitness examination.
The renewal application should be submitted to the authority that issued the licence. A licence issued in one emirate may need to be transferred before it can be renewed through another emirate’s licensing authority.
Renewal Process
Depending on the emirate, renewal may be available through:
The relevant licensing authority’s website or application
UAE Pass
Ministry of Interior digital services
Approved eye test centres
Self-service machines
Customer service centres
The general process is:
Complete the required eye test
Confirm that the Emirates ID and traffic file details are current
Pay outstanding traffic fines
Submit the renewal application
Pay the renewal and delivery fees
Receive the renewed digital or physical licence
In Dubai, a digital licence is issued through the RTA Dubai application. A physical card may also be printed through a self-service machine or delivered.
When Can a Licence Be Renewed?
The permitted early-renewal period depends on the licensing authority.
In Dubai:
A licence holder aged 21 or older may renew up to six months before expiry
A licence holder under 21 may renew up to three months before expiry
The renewed validity period is calculated from the date on which the renewal application is submitted. Applicants should therefore consider the timing before renewing substantially in advance.
Renewal of an Expired Licence
An expired licence should be renewed before the holder resumes driving.
Late-renewal charges may apply. In Dubai, the delay fine is AED 10 for each month following expiry, up to a maximum of AED 500. Abu Dhabi also publishes a monthly delay fee of AED 10.
Where a Dubai driving licence has been expired for more than ten years, the holder is generally required to pass an evaluation test before renewal. Additional file, testing and renewal fees may apply.
Requirements for a licence that has been expired for an extended period can differ between emirates. The holder should confirm the procedure with the authority that issued the licence before applying.
Replacing or Amending a UAE Driving Licence
A driving licence may need to be replaced if the physical card is lost or damaged. A separate amendment service is available when the information recorded on the licence must be corrected or updated. The application should normally be submitted to the authority that issued the licence.
Lost or Damaged Driving Licence
The licence holder should request a replacement through the relevant licensing authority as soon as reasonably possible. The application generally requires:
A valid Emirates ID
The driving licence or traffic file details
The reason for requesting the replacement
Payment of outstanding fines and replacement fees
Any additional document requested by the licensing authority
Where the card is damaged, the authority may require it to be surrendered.
In Dubai, replacement applications can be submitted through RTA digital channels, including the RTA website and RTA Dubai application. The applicant selects whether the licence was lost or damaged, confirms the licence details, pays the applicable fees and chooses a delivery or collection method. A digital version is made available through the RTA Dubai application.
Abu Dhabi provides separate TAMM services for replacing lost and damaged driving licences.
A replacement licence normally retains the expiry date and vehicle categories of the original licence. It does not create a new validity period.
Amending Driving Licence Information
An amendment may be required where licence information no longer matches the holder’s official records. Changes may include:
Name
Nationality
Personal photograph
Date or personal details
Requirement to drive with or without corrective lenses
Licence source or other licensing information
The underlying Emirates ID, immigration or traffic records may need to be updated before the driving licence amendment can be completed.
In Dubai, the RTA amendment service produces an updated licence with the remaining validity period of the original licence. Some amendments can be completed digitally, while changes affecting the licence source or driving entitlement may require additional verification or testing.
Licence Issued in Another Emirate
A licence issued in one emirate cannot necessarily be amended or replaced through another emirate’s authority. If the holder has moved, changed employment or obtained a residence visa in another emirate, the existing licence remains linked to the issuing traffic file unless it is formally transferred.
Before submitting an application, the holder should confirm whether they must:
Continue using the original issuing authority
Update the traffic file details
Provide proof of residence, employment, study or investment
Transfer the driving licence or driving profile to the new emirate
Completing the correct procedure helps prevent duplicate traffic files and inconsistencies between the Emirates ID, residence record and driving licence.
Foreign Licences and International Driving Permits
A UAE driving licence, a foreign national licence and an international driving permit are separate documents with different purposes. The correct document depends primarily on whether the driver is visiting the UAE or residing in the country.
Visitors Driving in the UAE
A visitor may be permitted to drive in the UAE using:
A valid national driving licence issued by a recognised country
A valid international driving permit together with the original national licence
A valid GCC driving licence, where accepted
The permission may depend on the driver’s nationality, visa type, the country that issued the licence and the category of vehicle.
In Dubai, visitors holding a valid licence from a GCC country or another recognised jurisdiction may drive light vehicles or motorcycles, subject to the applicable conditions. A visitor with a valid foreign-issued international driving permit may also drive a light vehicle or motorcycle. Visitors should confirm that:
Their licence or international driving permit is valid
The permitted vehicle category matches the vehicle being driven
The rental company accepts the document
The vehicle insurer provides coverage
The original national licence is carried with the international driving permit
Their visa status permits them to use the document
A rental company or insurer may apply additional conditions even where the licensing rules permit the visitor to drive.
Residents Driving in the UAE
An international driving permit does not replace a UAE driving licence for a resident. Once an individual becomes a UAE resident, they will generally need to obtain a UAE driving licence through either:
Direct exchange of an eligible foreign licence
The standard training and testing process
Another approved route offered by the relevant licensing authority
For example, Dubai RTA confirms that a GCC national may drive using a GCC licence while visiting Dubai, but must exchange it when working or residing in the UAE. The same practical distinction applies more broadly. A document accepted for a short-term visitor should not be assumed to remain valid after the holder obtains UAE residence status.
What Is an International Driving Permit?
An international driving permit is an internationally recognised translation of an existing driving licence. It does not create a separate driving entitlement and is valid only when used together with the original national licence. An international driving permit commonly includes the licence information in several languages, allowing foreign authorities, rental companies and insurers to understand the holder’s driving entitlement.
UAE Residents Driving Abroad
A UAE citizen or resident holding a valid UAE driving licence may obtain an international driving permit for use abroad. The permit is generally valid for one year and must be carried together with the original valid UAE driving licence. It can be obtained through authorised channels, including the relevant licensing authority and the Automobile and Touring Club of the UAE.
A UAE-issued international driving permit is intended for use outside the UAE. It does not replace the holder’s UAE driving licence when driving domestically.
Before travelling, the driver should confirm:
Whether the destination country requires an international driving permit
Which international permit format is recognised
Whether the UAE licence must remain valid for the full journey
Whether the vehicle rental company imposes additional requirements
Whether the insurance policy covers the intended countries and vehicle type
Some destinations apply specific documentation requirements. Drivers should therefore check the rules of the country they intend to visit before departure.
Practical Points Before Opening a Traffic File
Several decisions made at the beginning of the application can affect the training requirements, cost and completion time.
Apply in the Correct Emirate
An applicant should first confirm where they are eligible to open a traffic file.
The emirate that issued the residence visa will normally determine the appropriate licensing authority. However, an applicant may sometimes be permitted to apply in another emirate by providing evidence of a recognised connection. For example, an applicant with a residence visa issued outside Dubai may be required to provide evidence of:
Employment with a company operating in Dubai
Residence in Dubai
Current study in Dubai
An eligible investment or business connection
The precise evidence depends on the applicant’s residence and sponsorship circumstances. Applicants should also confirm that they do not already have an active traffic or learning file in another emirate. Where a file already exists, a formal transfer or clearance procedure may be required.
Select the Correct Vehicle Category
The traffic file and learning permit must correspond to the type of vehicle the applicant intends to drive. Common categories include:
Motorcycle
Light vehicle
Heavy vehicle
Light bus
Heavy bus
Light equipment
Heavy equipment
Each category has separate age, medical, training and testing requirements.
An applicant should avoid opening a file under an unsuitable category on the assumption that it can be changed later. In Dubai, a learning permit cannot be converted between different vehicle categories. A separate application may therefore be required.
Manual and Automatic Transmission
Applicants seeking a light vehicle licence should confirm whether they intend to train and test using a manual or automatic vehicle. A licence obtained through an automatic vehicle test may be subject to an automatic-transmission restriction. The holder should not assume that it authorises the driving of a manual vehicle.
In Dubai, an applicant can change a learning permit between manual and automatic transmission by following the RTA procedure and paying the applicable fee. A person who already holds a Dubai automatic light vehicle licence may apply to change to manual transmission by passing the road test. RTA states that no additional driving lessons are required for this change.
Procedures may differ in other emirates, so the licence holder should confirm the requirements with the issuing authority.
Compare the Full Cost of Training Packages
The advertised price of a driving package may not represent the total amount ultimately payable. Applicants should check whether the package includes:
Traffic file opening
Learning permit
Driver handbook
Eye test
Theory lessons
Knowledge test
Practical lessons
Internal assessments
Yard or parking tests
Final road test
Licence issuance
Retesting and additional lessons
Transport to and from the institute
Weekend or priority scheduling
Card delivery
A fixed-price or unlimited-test package may cost more initially but reduce uncertainty if additional lessons or test attempts are required. The terms should be reviewed carefully because exclusions and eligibility conditions may apply.
Keep the Learning File Active
Training files and test results may be subject to validity periods.
In Dubai, a traffic file can be suspended if no official knowledge, yard or road test is taken within six months from the most recently scheduled appointment. The applicant may be able to reactivate the file and continue, depending on how long it has been suspended and whether previous test results remain valid.
If a Dubai file has been suspended for more than four years, the applicant may be required to restart the training and testing process as a new trainee.
Applicants who expect a long interruption should check the validity of their learning permit, eye test and completed assessments before resuming training.
