Dubai Sets New Minimum Space Standards for Workers’ Accommodation

Dubai Municipality updates workers’ accommodation standards

Dubai Municipality has announced updated planning and design standards for workers’ accommodation in Dubai as part of a broader programme aimed at improving living conditions, public health, safety and infrastructure in workers’ communities.

Under the updated standards, workers’ accommodation must provide a minimum sleeping area of 3.7 square metres per person. The standards also establish a gross floor-area allocation of 8.9 to 10.3 square metres per person to accommodate supporting services and facilities.

Recreational facilities and outdoor areas are also addressed, with a required allocation of 0.75 to 1.5 square metres per person. These provisions form part of Dubai Municipality’s wider Workers’ Accommodation Policy and its efforts to improve the quality, safety and functionality of accommodation facilities across the emirate.

New classification and inspection measures

Dubai Municipality has also introduced a unified smart classification system for workers’ accommodation.

As part of the programme, 1,417 accommodation buildings have been surveyed to assess their structural condition and compliance with public health and safety requirements. Nineteen facilities have been recognised as model accommodation facilities, including three receiving Platinum classification, nine Gold and seven Silver.

A shared government database has also been established to consolidate statistics and performance indicators, supporting future planning and helping authorities identify areas requiring infrastructure or service improvements.

The programme extends beyond accommodation buildings themselves. Dubai Municipality has identified requirements for pedestrian routes, bridges, pavements, parking, retail facilities, community services and sports amenities in workers’ areas.

Focus on compliance and quality of life

Dubai Municipality said the implementation programme includes reviewing the relevant legislative and regulatory framework, strengthening compliance and upgrading buildings and infrastructure in line with engineering, technical, health and safety standards.

The initiative forms part of the wider Dubai 2040 Urban Master Plan and Dubai Quality of Life Strategy 2033.

Businesses that provide accommodation for employees, either directly or through third-party accommodation providers, should review their current arrangements against the updated Dubai standards.

Particular attention should be given to occupancy levels, sleeping-space allocation, gross floor area, recreational facilities and the overall compliance status of the accommodation being used.

Companies relying on outsourced worker accommodation should also consider obtaining confirmation from their accommodation provider that the relevant facilities meet current Dubai Municipality requirements.

The announcement is particularly relevant for businesses with larger operational workforces, including companies in construction, logistics, manufacturing, facilities management, industrial services and other labour-intensive sectors.
